in my opinion it's just that pacquiao has big money fights lined up. dela hoya, hatton and him are the cash cows in boxing right now. fighting marquez would only give him 5m tops while on the other hand he get 10m plus fighting dela hoya and hatton next. he will gain more legacy fighting 2 bigger opponents than a marquez.

I agree with you... its better for pac to fight better fighters like De La Hoya and hatton rather than waste his time with JMM whom he defeated twice already... But still i wanted them to have a rematch but when pacquiao finishes all the plans he had... Maybe he can follow Pac to 140lbs after Pac-hatton...
