Is Kessler a top 25 p4p fighter?

Kessler is the lower weight equivalent of Larios. Only Larios in his prime was considered around number 15 P4P Kessler isn't even in the top 25.

It's ridiculos to say that he isn't in the top 25. He is easily in the top 15.
