    i dont see any reason why he shouldnt be. the competition he has been facing is top notch.

        also now with pacman moving up in weight, once he whips up on oscar, pbf vs pacman would be a possibility, if pbf comes back that is

            If Floyd hadn't fought or fought a undeserving fighter and Pacquiao went on to beat De La Hoya then Pacquiao would proberbly have taken over anyway.

                Although I agree that PAC became # 1 by default, I’d like to add that there were more than a few publications that had PBF at # 2 even before he retired…but yea, if he comes back, a simple tomato can tuneup should be enough to re-elevate him back to his proper standing

                    If floyd never retired would he actually fight more than once every year and a half would be the better question
