    i dont see any reason why he shouldnt be. the competition he has been facing is top notch.

            If Floyd hadn't fought or fought a undeserving fighter and Pacquiao went on to beat De La Hoya then Pacquiao would proberbly have taken over anyway.

                Although I agree that PAC became # 1 by default, I’d like to add that there were more than a few publications that had PBF at # 2 even before he retired…but yea, if he comes back, a simple tomato can tuneup should be enough to re-elevate him back to his proper standing
