He's American by nationality.

Ethnically speaking, he's Chicano, which is someone born in the U.S. and has Mexican roots.

Mexican's can be any mixture of European, mostly Spanish (or Portuguese), North American Indian (since Mexico is in North America), and sometimes African (Spanish and Portuguese slave trade during the conquest). That's why you have so many different racial characteristics in Mexicans and most Spanish and Portuguese speaking countries in the Americas. There are strong Indian and African characteristics in these countries.

Anyway, Oscar visibly has more prominent European characteristics (Spanish), but he's a Mestizo (mixed plate).
