Williams wants to fight him because a lot of people are saying Tony is the number 1 WW. Williams already beat him and thinks otherwise. Also, they both would make more money fighting each other then anybody else aside from DLH, who obviously won't get in there with either guy. It is THE fight at 147. Williams is a throw back fighter who will fight anybody (Pavlik, Winky etc.) which is why he's calling Margarito out. Tony used to be same, and the old Tony would demand a fight with Williams. But deep down he knows Williams is by far his toughest challenge and Arum is keeping him far away from Paul.
