Probably not. I would say mid to late rounds. Williams is good but Tito was a complete beast at 147.

The way to beat Trinidad is with a solid jab, Williams hasn't really shown that type of jab even though it looked like he has improved it and his workrate would give Trinidad problems but he wouldn't win IMO.

That's a very doable fight you know, Williams has considered fighting as high as 168. Tito could make that weight. Maybe they can get it on after the Oscar fight. Williams can go on an oldies tour sorta like the way Terry Norris did when he was beating up on Leonard, Mugabi and Curry.
