how do you change the rate they make frames at?

Before you click upload video right click any frame so like a frame on a blank document and click on frame properties or something like that and change it to about 0.07 or 0.10 so that it is still smooth then upload the video.

whenever i do it the it changes back to .4 when I load the vid
