Considering Pacquiao is an accumulation puncher he's not on the list. I'm assuming we're talkin about one-punch power guys, so here's 5 people that stick out in my head (in no particular order)

Juan Manuel Marquez is on record saying that Barrera (at same weight)
punched much harder than Pac. Your earlier assessment in this thread jibes
with many others': that Pac's punches are reasonably hard, come in fast,
and can come in at weird angles/tempos, catching the victim by surprise.
The effect of a Pac punch is thus magnified.
Just the same, let's not sell him short: his punches ARE hard.

PAC should be on the list of P4P hardest punchers, he has carried enough power accross the weight classes and has retained or EVEN IMPROVE his KO percentage from fly to LW...
Valero should be their, no one to date has survive his punches ...

JuanMa Lopez i always believe that Daniel Ponce was a "hard puncher" a monster at 122 but what JML did was absolutely fantastic

I think Cintron has the highest KO pct. in boxing right now....but I think Kelly Pavlik is the P4P best puncher....the kid is both handed!
