I think Top Rank finally realizes that Margarito is a very crowd-pleasing and marketable fighter within his community and aren't willing to risk their investment against someone who they can't get options on in the future.

They have to rebuild Cotto still so until Cotto can reprove himself as a viable monetary entity once more, Margarito is the cash cow.

Trust me the Haymon stuff is just plain excuse, Haymon is the manager of most boxers out there and unless Arum/Top rank want to keep his fighters fighting each other then they have NO choice but to negiotate for a fight with who ever represents a certain fighter.
