Well, He is undefeated at 140 pound, Only lost to 1 guy who happened to be the best on the planet. He lasted 10 rounds in that fight and was fairly competative through 6 rounds until Floyd took over late. He beat an ATG in Kostya Tszyu and has beat other world champions through his career.

He isn't a great fighter or anywhere near it, But he was 'elite'.

But, he is past his best now and his style is anything but elite. Any skilled fighter with a punch has a chance of beating him now.

Luckily it doesn't depend on what you 'consider', it depends on what the boxer does in the ring. You can ignore this and call it 'blah blah' if you want but the fact remains Hatton is Ring champ at JWW, where he has never lost, won a welter belt and has only lost to the P4P #1. If you're the best in the world in a dvision, then that makes you elite.
