there is a vey small chance that Floyd really made that kinf of money, but it is not impossible. 10x returns (from legal investments) are in the realm of hedge funds bordering on venture capital. Those are extremely risky, the former by design, the latter by nature of the underlying investments. In any case if he doesnt take more conservative positions one day risk will probably catch up with him (hedge funds have a short lifespan for example).

Investments in growing countries have high returns and are not that risky if you have the appropariate connections (ie: local organized crime)

Anyway if I had to bet between TRUE and BULL****, I'd take bull****.
