How come The Ring belt wasnt presented to Margarito?

I thought Cotto vs Margarito was gonna fill the void left by mayweather's retirement in regards to being the Ring champ at 147. What happened? Did Mayweather not get stripped yet? Margarito does deserve the honor if it hasnt been bestowed upon him yet. Whats up with that? Anybody got an answer?
