Why should winner of Cotto-Margarito be the Ring champion, when Margarito already lost to Paul Williams?

It just tells you that it won't award it so easy. Number 1 should fight number 2 to get the RING belt. (Check thier rankings to see who's 1 and 2)

For example Marquez was number 2 and Pac was at number 1 at thier rankings.....the winner recieved the Ring Belt (besides the aphabelt JMM had)

The Ring also honors the judge's decision no matter how ridiculous thier decision is.....Casamayor is the RING BELT Champ, tho Santa Cruz deserved the nod, the Ring can't do anything but still consider Casamayor as Champ.

Its true that the Ring mag honors the judges decision but they also put it in their mag that if they think the loser should have won, ex. Casa-Santos, that the judges made a dump decision. They do not call it a robbery, their term is "magoo". Also they state that if it was a close fight that could have gone either way and the judges picks the winner, they will respect it.
