If Margarito wins, is Paul Williams the best welterweight?

Paul Williams beat Margarito who beat Clottey, Cintron, + Cotto(possibly) who beat Quintana, Mosley, + Judah
Would a Margarito victory put Paul Williams at the top?

no, he split with quintana. Paul vs marg rematch would be needed to settle that.

Theoretically that is the way you would do a ranking, so in theory yes, but in sports we know you have to let things play out and they would all need to compete against one another to get that answer.
