[I]Pacquiao is very fast, but, at 130 he was not as fast as Mayweather nor did he put combinations together nearly as well. At 130 Mayweather was also considered a very hard hitter and stopped most of his opponents. Like it or not he had better stamina, faster hands and combinations as well as footwork. He did hit very hard though whether it was as hard as Pac is certainly debatable.
Of course his greatest asset, defense, is an obvious liability of Pac's as well as his outside and inside boxing skills which are both better than most outside boxers and inside pressure fighters.
I think it's pretty much a given that Mayweather would beat Pac pretty easily at 130, even as good as Pac is. If you go and watch all their respective fights at the lower weights, it would be very hard to argue Pac winning. He just does not have what it would take to beat him.
