If I remember correctly Ali wrote about it in his book. I believe he said that he had done it himself in the beginning of his career and Angelo Dundee took over later.

Ali stated that the hands are the premier tools of a boxer so a lot of attention is required to the wrapping of the hands. He also said that many (most?) fighters did it themselves.

But that said it's a long time ago and I must agree that you very rarely today see fighters do it themselves.
