Mosely in his prime was at 135. Cotto is now in his prime at 147. So I'll take the 12 lbs and take Cotto.

If you want to say a younger version of SMM vs today's version of Cotto at WW then I'd still take Cotto. Mosley was never a great WW. He has one significant win and that was against Oscar. Cotto already has a much better resume at WW than Mosley.
