In Mayweather's absence definitely. If Mayweather were to return and they were to fight in a P4P situation I think Mayweather would beat him, because Mayweather can do everything that Pacman can, he just doesn't do it at welter. He also has a better defense.

However, Mayweather's inactivity at welter means he can't justifiably be ranked above Pacman, who has just right now won a title in his fourth weight class. If mayweather isn't a welter then he should be down in the stacked 135 division fighting those guys, but he isn't doing that either. Pacman gets my nod.
