Best Fighter With 40 Fights or Less

Who do you think deserves the distinction. There have been some great fighters throughout history with 40 or fewer fights. These guys haven't proven themselves against a high quantity of opponents, but often times they have defeated quality opposition and have achieved great things. If you think of someone I might have missed, explain who and why they were the best fighter overall. I'm talking fighting ability and accomplishment-wise.

Although not the best, I think Mancini deserves a mention.
