Clearly joe dosn't have one punch KO power. He never had! but what he does have is a punch which shakes people up and stuns them, while they try to cover up he's still hitting them with stinging punches which hurt. Look back over his fights see what happens when he does sit down on his punches, he gains the respect of his opponent. They don't come walking straight though his punches. When joe tries to be abit faster I would agree that there is little in those punches but they still manage to get the job done.

the #1 p4p fighter is a brit. the best heavyweight is ukrainian and his biggest challenge is a brit. the lower weight classes are ruled by mexicans , them phillippinos , and those puerto rican and cuban gents.

all they have is that pavlik fella but everyone can see he's not someone who can stay on top long. abraham or sturm will probably take his belt.

As for the question, then his power seems to be declining all the time. Look at the Lacy fight and tell me this is a guy who can't punch (I did want to show the first round but it seems to have been taken down since the weekend):

he can't punch. hitting lacy with all those flush shots and not being able to hurt or drop him means he can't punch. please don't count the push in the 12th round. anyone else who landed that amount would have easily taken lacy out.
