You have to look at the business aspect of it. Narvaez is a flyweight from Argentina who doesn't speak a word of English.
Nobody is demanding for him to come to America or willing to put up any money to get him fights in America. The other flyweights aren't going to Buenos Aires anytime soon so who can he fight.
The money just isn't right to get unifications at the lightest weights.
The flyweights haven't had a reconnaissance in America because none of them speak English and they don't hit hard enough. Plain and simple. The only reason we're talking about featherweights is because Naseem Hamed came around and showed everyone that featherweights can bomb too.
Look at Ricardo Lopez, who is in the IBHOF. He had three straight defenses against 7-3 Kitichai Preecha, 10-2-1 Morgan Ndumo, and 11-4 Myung-Sup Park. Was he one of the worst belt-holders of his day?
