Khan is better than Ortiz now and back then. The problem Khan has is getting in the ring against quality opposition. That is the biggest knock on most European fighters.

Besides Hatton, Torres, and arugably Urango, their really isn't anyone who could crack Ortiz.

Lightweight on the other hand has Campbell, Casamayor, Pacquiao*, Katsidis, Valero (maybe), and they could all put Khan on ***** street a lot worse then Hatton and Torres could to Ortiz.
