Cotto was able to stop all those opponents who Floyd could not.

Floyd has been fighting a lot of De La Hoya's left overs for years. Floyd was also fighting Kosta Tszyu's left overs too.

That is a laughable one to say the least. Did Floyd clean up any division? No. Cotto will try to clean up the Welter Weight Division. Wether or not he is succesfull, is another story.
