I do think that Cotto has faced better competition at jrWW than Hatton though.

Miguel Cotto has fought a highly skilled fighter that Mayweather had avoided, namely Shane Mosley. In June 2007, Shane tried to negotiate a fight with Mayweather, but Floyd didn't want to risk losing his "0".

Mayweather has never fought as good an opponent as Mosley. De La Hoya was very good in his 20s, but is past prime now. Mosley appeared to be still near his peak in 2007.

Overall Cotto and Mayweather has fought very solid competition but if we compare they're whole resume Mayweather has fought and beaten good opponents like Castillo and Corrales, so overall Mayweather has a better resume.

But at 147 is where Cotto has shined with a much better resume than Mayweather.

What has that got to do with anything? Floyd did but it was from an old Oscar De La Hoya.
