I'm not sure Mayorga can still make the weight but if he can who can he beat, he can beat Forrest (obviously) but other than that who do you see him beating?

who do you see a prime Mayorga the one who beat Andrew Lewis or Forrest the first time beating at 147-154. This was before fighting ODLH and Tito and getting TKO'd twice.

I see Mayorga as well past his prime and also long past the days he can comfortably make 154 or less.
