Oscar really did despise Vargas, just not as much as Vargas hated him.

I have a great story about this when I did some PC work for Feroz back in 2003. Feroz is friends with one of the owners of the site I work for and had told Feroz that I can fix his computer. So one day me and the owner made the treck to where Feroz lives and I fixed his PC but then afterwards I was commenting on how his PC was old and whatnot so he tasks me to buy him a new one which I do and arrange for a time to go install it. After setting it all up Feroz walks me out and I noticed something on his new Escalade he just got plates for.

"yo Feroz ever look at your license plate"

"nah E I just got them"

"well Feroz your plates say _DLH___"

he looks, then goes off on a 20 minute tirade to his cousins who picked up the plates about how in 3 minutes I noticed the initials but in the few days they had the plates they couldn't put 2+2 together. He calls up one of his people and screams at them to request new plates asap.

so yeah he genuinely hates Oscar to the point where he changed his license plates
