The difference is how Cotto was promoted. Mayweather coming up from 130/135 was doing just as much ass kicking if not more than cotto with little to no fanfare and very little support. Its funny because, the topic creator says he has no hardcore fans, but for years, those were the ONLY people who cared about him. If mayweather was promoted as the next darling superstar of his country like cotto is, than im sure hed have that same fanbase, but in america you cant just get that out of nowhere. Mayweather came up as an olympian but it didint matter, thats why mayweather was likely so jealous of his stablemate DLH because of how much promotion and love he was getting right out of the gate, and he wasnt getting anywhere near that type of love.

Not to mention, again, with Cotto, he was promoted as the next puerto rican superstar right out of the gate, with Mayweather it isnt, wasnt, and due to his personality and his desire to be himself, thats never going to happen. But see the thing is, his fanbase is deceptive due to the fact that he sells out in MSG and other puerto rican hotspots, so you would assume that. On a national scale, no, by no means is he a bigger draw.
