I'm not so sure that 12 rounds really is safer than 15.
For instance, you have situations where a guy died like Duk Koo Kim after being stopped in the 14th round. But who's to say he would've lived if it were a 12 round fight? They could've just fought at an even faster pace if it were 12 rounds and ultimately do the same amount of damage. Or the serious damage could've already been done within the first 12 of that fight and it took awhile for it to totally show.
Take a look at the Robert Quiroga-Kid Akeem Anifowoshe fight. After 12 rounds, Akeem looked better off than Quiroga. He seemed to have his wits about him, going over to touch gloves and hug Quiroga, walking around, seeming to be fine. Then he collapses after the decision is announced, needs emergency surgery to save his life, and his death a couple years later was probably in large part due to the damage sustained in this fight.
