The worst fighters to win belts?

Who in your mind are boxers that should not of have the title, the top four belts, WBC,WBA,IBF,WBO. Mine would be
    .Steve Cruz
    .Oleg Maskaev
    .Frank Bruno
    .Carlos Maussa
    Probs forgot a few!
But at the end of the day all these figters worked hard and i have nothing but respect for all them but just a intresting topic!

              Shannon Briggs
              Serguei Lyakhovich
              Buster Douglas
              Henry Akinwande
              Herbie Hide
              Francesco Diamiani
              Michael Bentt
              Tommy Morrison
              Michael Moorer
              Tony Tucker
              Hasim Rahman
              Bruce Seldon
              Greg Page
              John Tate

It could be debated, but all of these have been called weak heavyweight titleholders at one time or another.

Edit: Nevermind, even though I don't think Ruiz is all that good, have to respect what he has accomplished.

Nah Moorer shound't be on the list, He was a great fighter in his prime never beaten as a light hevyweight, won the a world title at LH on only his 12th fight and defended it 9 times, then stepped up to heavy and won the world wbo and ibf and wba belts and was also the first southpaw heavyweight champion and helds good over Holyfield,Botha, Jirov!

Ricky Hatton. This guy's signature fight is making a washed up Tszyu quit on his stool, WOW.
