Basically Floyd and Oscar are trying to mess with Arum. If you notice Oscar came out and laid out his plan which included Cotto. Then Oscar tries to downplay and say that deal with Floyd isn't set but its bs.

They did that to give Cotto some false hope. Cotto in turn would give Arum a hard time in negotiations regarding Margarito vs Cotto.
