    If Cotto beats Margarito, he will have fought and beatin the #6, #5, #3 and #2 best welters in the world.

    If Margarito beats Cotto, he will have fought and beatin the #1, #7 and #9 best welters in the world. He will have (atleast) fought the #4 best welter in the world, but lost.

    Doesnt get any clearer then this!

    Some people think that the title/belt makes the fighter, when in reality, its the fighter who makes the titles/belts.

          I agree with your analysis, but I think you should correct it by changing "best welters" to "contenders", if you decide to use this list, because according to this list, the #1 is Mayweather and #2 is Miguel Cotto, but since this list recognizes Mayweather as the champion, Cotto is the #1 contender or #1 challenger.

          If we redo the list, according to your analysis, Mayweather should be 4th, because Quintana beat Williams, who is ranked higher than Judah.
