It should be somebody who has fought the best opposition and either won or performed well against them. Also, the opponents they fought should have been in their prime.....i'm not sure who the top should be, but one name comes to mind - Oscar De La Hoya.

Pacquiao - fought old/ring-worn but great mexican fighters
Calzaghe - stuck in a weak super-middle division and just barely beat an over the hill Hopkins who gave Calzaghe the toughest fight of his life.
Cotto - has only fought 1 HOF fighter in Mosley who is past his prime and 1 naturally gifted but ******ed fighter in Judah.

All very different and pro's in different area's, so it's a very personal thing based on what impresses you most.
For me it's Calzaghe because of his perseverance beyond wrongfully not being allowed into the olympics despite proving he'd become a medalists and star by previously beating someone who went on to get a medal. His story in the valleys of wales, being self determined to be great in unlikely circumstances, such as a lack of a pro trainer or even standard facilities. Beating Eubank in an absolute war at a young age. Showing he can rise to the occasion and prove himself even when for example against Reid he'd been ill, and in several fights he damaged or even broke hand/elbow, and persevered with great pain to win, never lose. Always turns up to fight, and in an un orthodox, inspiring, adaptable and positive ways. Giving a top display of skills against in particular Lacy and Kessler. Staying true to himself and his area, the community, being a respectful boxer and great ambassador for the sport for over a decade. Watching some documentaries is the only way to really gauge all of that imo, so I won't drab on lol.
Floyd would be second, but more based on consistent performances, greatness, style, but lacking some of the big things mentioned above to really leave a bigger legacy for me, at least for now. He'd have to fight more top guys, impress more in other ways both in and out the ring, (not WWE) and some other stuff to leave a better legacy in my mind.
