Boxing school for project kids

Is there any? It seems many project kids need an exit via boxing but there is no schools i know of for them. Why is that? You can't compete specially in the HW division if you don't have a good amateur background. The days of 14 year olds turned into boxing seem over, unless they are hugely talented.
