If anybody ever saves boxing by creating a national commission or some type of unified league of promoters like other sports, the sport could have a boom. Boxing has world appeal, but it's sabatoging itself from within. Ideally, I'd like to see the sanctioning bodies put out of business and replaced by an official ranking system. But if there's just a commission to oversee the bodies, I have two rule proposals that would clear the way for fights like Tarver-Johnson. Let me know if there's any reason these rules wouldn't work, and any other rules you'd like to see:
1. A champion must always have the option of unifying with another titlist from one of the main sanctioning bodies instead of facing his mandatory.
2. No sanctioning body may exclude a fighter from their rankings because he holds another major title.
