Apparently team Miranda is negotiating with both Zuniga and Kessler. I found this from the knockoutnetwork:

And so it goes for Zuniga, who is rated in the top ten at middleweight by both the WBC and IBF, but has had some of his best performances at super middleweight.
That includes his last bout, which came in September when he stopped undefeated, and touted, Russian puncher Victor Oganov in the ninth round on Showtime.
He has been in with the likes of world middleweight champion Kelly Pavlik (KO’d 9) and Jose Luis Zertuche and world rated David Lopez and has not failed to disappoint yet.
“He has to take fights at super middleweight because no one will fight him,” promoter Alfredo Marchio told me on Monday. “He was supposed to fight Gary Lockett but they pulled out. He was scheduled to take part in an IBF middleweight eliminator with Giovanni Lorenzo but that was cancelled, which is complete bull****. We want to fight Lorenzo, the purse bid gets cancelled and then he gets named as mandatory for Arthur Abraham?”
Zuniga could be only days away from getting word about a possible bout with Edison Miranda. According to Marchio, Zuniga has been approved by HBO as a potential opponent for Miranda, who is also talking to other opponents (Mikkel Kessler) about the date as well.
“We’ve talked to Miranda’s people about the fight but we aren’t top choice,” Marchio conceded. “I spoke to them last but we haven’t even talked money yet.
“Zuniga will fight anyone, anywhere. We’ll go to Germany for Abraham, Denmark for Kessler or Hollywood, Florida for Miranda. It makes no difference to Fulgencio who or where he fights, he just wants to fight.”
Marchio also wanted it known that he would like to match Zuniga with undefeated Jean Pascal and would go up to Montreal for that fight."
