I also read that there are at least 40 known fighters in this game. The list I gave has only 24 fighters so there's more to come.

yeah excellent. do you think the likes of floyd or oscar wld refuse their likeness being used if its a don king game?

Possibly. But I also think that 2KSports didn't want to spend the dollars needed to get DLH's & PBF's likeness. They probably asked for too much.
