It was an utter shock because Pac thought it was another draw. Remember that if the fight was a draw, the announcer would not say it as a draw in the begginning. He would say it in the end. If it is a split, he would say it in the beginning, but Buffer did not say that. So Pac went to JMM to shake hands thinking noobdy won.
