i have heard many say that it was marquez and his people that took so long to make the rematch happen and i completely disagree. i think it was actually pac and his people that didn't want the rematch.

JMM admitted on record that he didn't want the immediate rematch after the first fight, for some reason:

Hes said it a dozen times that the reason why he didnt accept the rematch was because he didnt agree to the money he was being offered, being the champion he thought he deserved more money which he was right and the negotiations fell apart, pacquiao even said he didnt want pacquiao during the morales II weigh in
