Are Sanctioning Fees Always 3% Of The Purse?

The reason I ask is because when Baldy didnt pay one for one of the belts in the Judah fight, I thought I heard numbers of like $200,000 which cant be right, why wouldnt Baldy pay the little 3%, never understood that, unless he just thought he was gonna lose anyway, which I doubt since he seems like a very determined fighter.

Nah, do you realize what $200,000 would be 3% of? That would be like a purse of over 6 million, maybe I misread about the $200,000. Just cant see why he wouldnt just pay all the sanctioning fees.
