Sandy Saddler, 144 wins, 103 KO's.
I guess Danny Lopez, Hamed and some other featherweights are up there as well.

On numbers, it would be Saddler. From what my own eyes have seen, Lopez. His right cross used to turn out opponents lights, not just stagger them.

There isn't much footage of Saddler aside from the Willie Pep fights. Only a few other fights with Elorde, Woods, etc.
The third fight. Saddler drops Pep in the third with a left hook.
Couldn't find the first fight where Saddler KO'd Pep but it's out there somewhere.
Sandy Saddler was one of Foreman's cornermen and you can see his influence in Foreman's style.
Danny Lopez KO's Malvarez.
Lopez knocks Caba out of the ring twice.
Lopez had 42 wins, 39 KO's.
