Sure he has a chance, everybody has a chance, but he will be the underdog, and I would put my money on PBF.

Cotto is a smart fighter /has power / great technical boxer who fights in orthodox stance but is a natural lefty.
Draw backs is his speed and his defense thats about it but he makes up for them with heart and relentlus pressure he can beat mayweather because mayweather hasnt got the power to knock down cotto.
