From their quality of opposition, I'd have to say Gavin Rees at JWW. But from what I've seen of him, he's not THAT bad, just has no business fighting at 140. 130, 135, maybe.

pbf, BECAUSE HE HAS NOT FOUGHT ANY GOOD FIGHTERS THAT ARE IN HIS WEIGHT CLASS. He fights over the hill 154lb fighters(Oscar) or overated 140lb fighters(Hatton). Will not fight Marg, Cintron, Cotto, or Williams. Likes to fight over the hill or overated fighters. Did fight Zab so i have to give him props on that and he did a good job, but did not beat him like Cotto did a true WW CHAMP!!!!
