The fight has been removed from boxrec.com and in another forum a member from Germany posted this:

Arena has scratched Gamboa's fight tomorrow saying he needs to concentrate on his bout vs. Edwards on Feb. 22 (but as it has already been rumoured, Toledo most likely backed out and they couldn't find an adequate late substitude for him like they did last time and were critized big time).

It has to have been Toledo. Noone wants it with Gamboa so in only his 9th fight he will become NABF champion.
