    Morales/Arum, who makes the decisions?

does any of you guys think Morales would realy want his match with Barrera for the 3rd time than Manny? before Morales looked at the possibility of taking MAB III, he initially said he would fight Pacquiao. but since Arum decided that Morales should fight MAB and afterwards should move up to 135lbs, we now find our selves hearing news about Morales officially signing with MAB. yet he also claims that he will not move up until he faces Pacquiao. how true will this be if Arum had already said that Morales will move up after MAB? who's will should prevail? does Morales have enough capability to steer Arum on his desired direction towards Manny? if so, how come he failed to do this when he said he would fight Manny while Arum said Morales will fight MAB for the 3rd time?
