he has fought 3 current top ten ranked WW ( beat Clottey and Cintron, lost to PW). has openly made offers to Shane and Floyd who openly said no and he lost his oppurtunity to figth Cotto when PW beat him, but may fight him in June

Margarito has been at the top of the welterweight rankings for years and has been ducked by the champions for a long time. He has beaten the most top 10 welterweights and was undefeated for 10 years at welterweight. He is the most feared man on the planet.

If he was overrated, why do people think he can beat Cotto and give Mayweather the fight of his life? If it's just hype, then even Mayweather himself believes the hype if he'd turn down $8 million to get away from this man. Educate yourself.

however the question at hand is his rating. he has had three big fights, one of which he lost and looked foolish in the process. another in which he won in an allegedly controversial decision. so the remainder of his record is against limited opposition, in which he still managed to lose early on in his career.
the "most feared weltereight" moniker is tired. Nobody except the fine residents of Tijuana want to see him fight Mayweather. he might bring money to the table, but money may wants a big name. Margo is not a big name.
