when pressed into the effect that would have on his performances he added: "Its like he is taking a machine gun into a knife fight his strentgh and speed would be too much for two men to overcome".
then again, thats opinion, speculation, and the solid proof, is lost now?

When questioned about his lack luster form in training Roy Jones seemed lost for words and so he should. This is his first bout since the new approved commissioned human growth hormone test is being used. Anthony Hall the former head of doping was newly re-appointed after being proven right in the James Toney case (See appendix 43) has demanded weekly tests for Testosterone and groth hormone for Roy Jones Jr.
Mr Hall has claimed and shown undeniable evidence of irregular testosterone levels in mr Roy Jones, who has claimed that it was suppliments that caused the spike in his serum levels.
And the evidence issssss? oh yeah lost now..
Those claim have been squashed by male hormone experts who called them farsicle.
I caught up with Mr Hall during my stay in Las Vegas last week and he stated: "This is the first fight that we are able to put together a testing regime foolproof to any comebacks. Its the same regime mr Jones took part in back in 97 but this time it has a government seal on it, his lawyers or anybodies lawyers for that matter can contest." When pushed by his distain for Jones he added: " I and the rest of the Nevada and New York state know that he (Roy Jones) was using illegal means going into all of his fight from 1996 FACT."
But you didnt do anything about it? and now you cant find these samples that is such solid proof?
a loophole and good lawyers got him off." When i pushed Hall about the statements hes made he said: "Look its in black and white every fight since 1996 we tested his serum testosterone levels they were through the roof.
Then why wasnt he suspended? why didnt you do anything about it? Maybe because you dont have the proof... oh yeah you lost them... where are these samples? where are these tests? i hear you saying all of this, but i dont see anything?
Now those tests which are 99.9% accurate were called wrong i will be intrested to see how he performes in his next bout if his performance levels stay the same then i say hes still a cheat, but i have a feeling he (Roy Jones) will not be able to sustain the level of performance without using these hormones"
I see a whole lot pointing the finger, and saying he did all these things... then again wheres the proof? you say you had the proof.. but now you dont? and if there was proof, he would undoubtedly be suspended... the proof is... he tested positive once... for a chemical that was never deemed a steroid until 2004, and was found in energy drinks sold at GNC worldwide... thats the only proof they have...

i dont care what some guy named hall said... i wanna see the tests... why werent they forwarded to the commissions? and why didnt they suspend him? you need more than just saying he tested positive... you need the god damn test

my point is, he tested positive one time...
Now one time is too many times for any athlete...
i think we can both agree on this....
But i looked at WHAT he tested positive for... if he was shooting up with a syringe... id be right with you on this topic... hed still be my fav fighter, just because i like him... but i would look down on him, if that was the case...
the case is this... he tested positive for a chemical that was never deemed an anabolic steroid until 2004... it was legal by boxing, it was legal by the FDA, it was sold in stores nationwide... thats what he tested positive for... to me... as a fan... that is forgiveable... to you... its not... thats it... thats the conclusion of our disagreement..
I dont think its necessary to bash eachother all day every day on this topic... we both know where we stand, i dont know you, you dont know me... id like to end it here. Im trying here...

Interview with Marian Muhammed.
Marian Muhammad was the Secretary of the International Boxing Federation back in May of 2000 when Roy Jones, Jr. and Richard Hall met up for all of Roy's baubles at Canseco Fieldhouse in Indiana.
In addition to all the evidence we have discovered regarding a double positive test for anabolic steroids on the above named fighters, we decided to speak to Ms. Muhammad, hoping to add another dimension to this intriguing story. Although Ms. Muhammad was only the Secretary at the time of the event, we felt that her input would be helpful in sorting out the TRUTH.
This is what we talked about...
QUESTION: Ms. Muhammad, may I ask you if in fact the IBF was the lead organization for the Jones-Hall championship fight in May 2000?
MMUHAMMAD: No, it was the WBA's lead...
QUESTION: May I ask you then why did the letters notifying Roy Jones, Jr. and Hall about their positive tests for anabolic steroids came from the IBF?
MMUHAMMAD: Because they tested positive for substance(s) that are supposed to be banned by our organization. Roy took our title into the ring; it doesn't matter who the lead organization was. It doesn't matter if you tested positive for something that was against any of the organization's rules.
QUESTION: To the best of your knowledge can you tell me if you know whether the other organizations took any kind of action on this matter. Did they send a letter, anything?
MMUHAMMAD: No, not to the best of my knowledge, they didn't and I communicated directly with Mr. Jones, Mr. (Richard) Hall because I got the positive specimens back. I told them what the IBF rules said.
QUESTION: I realize that you were not the president of the IBF when this fight took place, so I hope this is not an unfair question. But, was the IBF supposed to have acted on those positive tests?
MMUHAMMAD: To the best of my knowledge, yes.
QUESTION: Should the organization have done something?
MMUHAMMAD: The rules state that if he tested positive the second portion of the specimen should have been sent to a lab of his choice and the local Commission for testing, and if that specimen came back positive, then that could be grounds for vacation of the title.
QUESTION: According to my conversation with Jacob Hall, Richard Hall's attorney asked that the second specimen be tested, and it is my understanding that nothing was done regarding Richard Hall. Did the rules not apply to him?
MMUHAMMAD: Remember, the WBA was the lead here, it was a WBA mandatory. If Hall had been the IBF champion... the only thing we could do was test the winner, and the winner happened to be Roy Jones, Jr. who was the champion. Richard Hall wasn't even rated by the IBF.
QUESTION: And to the best of your knowledge, (and ours), they didn't, correct?...
MMUHAMMAD: Well, I only know that on Richard Hall we got nothing but I have a positive test from Roy Jones, Jr. that was directed to Mr. Jake Hall at the Indiana Boxing Commission, indicating that Mr. Jones tested positive for anabolic steroids.
QUESTION: I realize that 2-1/2 years have gone by, and perhaps you don't remember... but I have copies of the letters sent by the IBF to Richard Hall and to Roy Jones, and they both bare your signature, as then Secretary of the organization...
MMUHAMMAD: That's correct and there was also another one that Ms. Knight herself asked me to send... She asked me to send them, (the letters), I sent them. Then she herself sent one to ... it was directed to Roy Jones telling him that she hadn't heard from him about the results from Specimen B and that she was directing him to contact this office no later than the close of business on Friday, August 25, 2000.
QUESTION: The fight was in May? Why such of long lapse of time?
MMUHAMMAD: I can't tell you... Once I did what she asked me to do, it went from there... I don't know what happened after that...
QUESTION: Can you think of any reason why this situation was never unearthed before the Richard Hall interview with Bragging Rights Corner's Aladdin Freeman?
MMUHAMMAD: Well, I really don't know... I know that I saw something on the net at one time, immediately after the fight, but nobody never called me, and when I spoke to Jacob Hall after I got his letter, he said that the Indiana Commission had no way to deal with anabolic steroids intake because it was not covered in their rules, not even banned by Indiana, so he couldn't do anything anyway, that's what he told me.
I was not aware of any of the arrangements that were made between Fred Levin, Roy Jones' attorney and Mr. Jacob Hall from the Indiana Boxing Commission. (Editor's Note: Ms. Muhammad is referring to the charitable contribution which was asked of Roy Jones, Jr. and which he submitted, in the form of a check for $250, dated Oct. 27, 2000, to the Indianapolis Police Athletic League).
QUESTION: I would like to ask you if you have been asked any questions regarding this incident and Roy's use of a sinus medication which according to some members of his camp could have caused the positive test results...
MMUHAMMAD: No one has... I've only spoken to Jake Hall, period. I've never spoken to anyone from Roy's camp including his attorney. I haven't spoken to anyone from any internet sites, I DON'T READ THEM, believe it or not. Nobody has ever called me about Roy Jones testing positive.
QUESTION: Are you aware that members of Roy Jones, Jr. have gone on record saying that his sinus medication could have been the culprit for his positive reading?
MMUHAMMAD: This is the first I've heard of any of it since 2000, nobody has ever contacted me about anything, and like I said, when it was going on I only communicated with Jake Hall, period.
QUESTION: Now that you head the IBF, are you attempting to make strides toward implementing drug testing in all states? Are you working on that at all?
MMUHAMMAD: No, what we do is in whatever jurisdiction we sanction a fight the promoter is obliged to get drug testing. The doctor, whomever the state assigns as the doctor, the promoter has to pay him and the laboratory for the drug tests, whether the state has a law or not, because it's one of our rules. That's how we went through all of this in Indiana, because they don't have any drug testing.
QUESTION: Do you think that in your position of leadership, as someone that people look up to and respect in the sport, do you think that perhaps you could take a more active role -aside of your organization- to help make the implementation of drug testing in all states a reality? To take it a step further, how about testing for communicable diseases such as HIV and Hepatitis, which is not mandatory in the great majority of the states either?
MMUHAMMAD: Yes, that is correct, there is no testing for communicable diseases...
QUESTION: But, how can that be? Boxers bleed, they bleed for a living...
MMUHAMMAD: All I can tell you is that the states have autonomy. Each state has its own individual laws and just like you have just told me you are floored by the things that the states do not require, it floors me that the Association of Boxing Commissions, which each state has appointed an overseer, like a sanctioning body, if you can't clean your own house how are you going to clean somebody else's? So, what we have done is try to work with Senator John McCain, (R AZ), to come up with some minimum safety standards that will be required by EVERYBODY, and that would include HIV testing, hepatitis testing, drugs, whatever it is that could cause a problem or magnify a problem in the sport of boxing.
I don't know personally how I can get anymore involved at this moment but through dialogue hopefully we can all do our part.
QUESTION: I have found out that there is a serious lack of knowledge regarding the dangers of steroids use. In closing, would you like to address that for our readers?
TMMUHAMMAD: The only thing that I know about it is that according to our medical doctor the anabolic steroid has an effect on the neurological system and it's also a PERFORMANCE ENHANCER. That is why we at the IBF have BANNED IT.
When I received the report from Jake Hall, I called a few people, one of them being the Pennsylvania Commissioner, Greg Serb, because he is a former wrestler and he has done studies on anabolic steroids. I was told by him that there are levels of intake of that stuff, if you are under a certain level, then it doesn't enhance your performance. He told me that there are over the counter items that have the substance in them, and you could consume them not knowing, and not trying to enhance your performance. I didn't understand that explanation then and I don't understand it now, but my doctor -the IBF doctor- says it doesn't matter, you shouldn't be involved with anabolic steroids at all.
To get into the really details of the stuff, I must be honest with you, I was never in a position before where I had to address it, now that I am, I will get into it.

and the substance that they at the ibf are talking about is Androstenedione... which they HAD JUST banned... before it was legal.. it was never deemed a steroid before... and thats the only postive test that they actually have

Mr. Jacob Hall has been very gracious, providing us with a sequence of events that will probably stun most readers. I know he shocked yours truly. Furthermore, we requested -and were provided with- several documents which will irrefutably put the rest the real rumors and will prove once and for all the TRUTH.
Here is a copy of the letter the IBF sent to Richard Hall informing him that he had tested positive for anabolic steroids.

BRC: Mr. Hall, how long have you been a Commissioner in Indiana?
JHALL: We have a three member commission. I have been a Commissioner for thirteen years, and I have served as Chairman in the past.
BRC:May I ask what was your position at the time of the Richard Hall - Roy Jones, Jr. championship fight back in May of 2000?
JHALL: Commissioner.
BRC:This fight was for all the belts, did all the organizations sanction the fight, or how did it work?
JHALL: I actually think it was sanctioned by the IBF. I think that when there is multi-title fight like that, they usually agree that one of the sanctioning bodies will be the lead. I read in Aladdin Freeman's interview that Richard Hall indicated that the WBA "didn't do anything," but I really think it was the IBF...
BRC: Let's move on to both fighters positive tests for anabolic steroids. As you well know there have been several versions of events; the Ripped Fuel version, the sinus medicine, etc. Can you clear it up for the fans? How specific are these tests and can you rule out... let's say the sinus medication, for instance?
JHALL: Not from the information we received. The information we received indicated that Mr. Jones failed the drug test for anabolic steroids. Talking to Roy's attorney, Fred Levin, he indicated that Roy had taken a substance called Ripped Fuel, an over the counter supplement that is not illegal but is an illegal substance according to the IBF and the other sanctioning bodies. He admits that Roy took that. I have no knowledge that he took that or some other substance...
BRC: Let me see if I'm understanding you correctly... You do know that there were anabolic steroids in Roy's system? **(Editor's Note: we are not ignoring the fact that Richard Hall also tested positive, we will come to that in a minute...)
JHALL: Yes.
BRC: You do know that Ripped Fuel could possibly have been the cause of the positive test result?
JHALL: Roy's attorney, Fred Levin said that Roy was taking that. I do not know that (Ripped Fuel) is what he was taking.
BRC: We can't rule the Ripped Fuel out but we can't say that it was the only thing that could have caused Roy to test positive, is that correct?
JHALL: Correct.
BRC: If my understanding of the facts is correct, Richard Hall also tested positive for anabolic steroids.
JHALL: Yes, and in his interview with Aladdin Freeman he didn't mention that he also tested positive and he was probably ten times over what would be a normal amount and Roy Jones was six times over a normal amount. Richard received a letter dated August 2nd, from the IBF indicating to him that he failed the test. He forgot to mention that in the interview.
BRC:I'm glad that you made that observation, because Aladdin Freeman did ask him if he had tested positive for steroids. We are not on a Roy Jones witch hunt here, let's make that clear. We are trying to understand, and this is a problem the fans seem to have with this subject matter, how one fighter can be subject to one set of rules, and another fighter can be subject to... no rules. I realize that this fight happened three years ago, but this was never before put on record. It was put on record for the first time on July 18th when Bragging Rights Corner's Aladdin Freeman posted his piece A Conversation With Richard Hall."
JHALL: Yes, that is true. I have attended Association of Boxing Commissioners meetings and at those meetings with the Commissioners I've indicated that this occurred but ...there was no press there, so this didn't go any further.
BRC: Wait, wait.. let me understand this... When you indicated the occurrence to the Commissioners, what kind of response did you receive?
JHALL: From the other Commissioners?
BRC: Yes, from the other Commissioners...
JHALL: Like I said in one of the interviews, the majority of the states do not do drug testing, so, since they don't do drug testing, there wasn't a lot of support to do much about it, and I don't believe there is a great concern about steroids by Commissioners at the present time, BUT it is an illegal substance.
BRC: There wasn't a lot of support you say??? My question then is... Was anyone shocked to hear your revelation? Did anyone say, we have to go public with this, we have to do something about it, we need to reveal what happened... I mean, was there any of that???
JHALL: Not really, no.
BRC: No? So basically you got "oh ok, let's move on type attitude?"
JHALL: Nobody seemed to be concerned about it and I didn't believe it was my position to have a press conference and reveal that Roy and Richard Hall had tested positive for steroids. It just kinda... nobody said much about it during this period of time.
BRC: Why did you feel that was not your position?
JHALL: I didn't have a law to back up taking any action. I've tried since May 13, 2000, to introduce a law almost like Nevada's where we can do drug testing in Indiana. So far that hasn't gotten passed in our Legislature or in our Rules. The Commissioners passed it and somehow the Professional Licensing Agency hasn't called up and made these rules. We are trying to get these rules passed but I think the big story is that the majority of the Commissions DON'T do drug testing.
