Why doesn't HBO FORCE floyd to face Cotto?

It doesn't make sense that they are fence sitting. Cotto has a much more exciting style which will generate BIGGER bucks once he becomes known after beating Mayweather. Why are they protecting Floyd? They forced Oscar to fight Floyd to maximize FLoyd's marquee value, why don't they force Floyd to face Cotto and start looking to build younger fighters up instead of retreading Oscar for a lucrative rematch with FLoyd which no one wants to see anyway.

Cotto vs. Floyd is the fight that will set the new era blazing, then the chain reaction will bring us fights with Williams, Margarito, Cintron and Clottey.

because hbo does'nt have that kind of power. i think this fight will happen, if not floyd imo will be looked down on. but he's just finished fighting a month ago, it could take a lil time to set something like this up.
