Only thing that is holding up this fight is Oscar's wife Millie. As we know Oscar is a business man and will eventually make this fight happen.
For Oscar a fight (Win) against Cotto gives him an opportunity to cement his legacy. This fight also gives Oscar yet another big payday and opportunity to beat the #1 ranked weltweight in boxing. It could also set up another rematch with #1 P4P fighter Floyd Mayweather at 147 which could actually break the PPV record if Oscar beats Cotto.
