I cant really speak so much for the USA I know the Black white thing there is unlike ANYWHERE else in the World.. I can Assure you..IN Canada .. and The UK.. It is the Blacks.. Arabs and Asians who make up the majority of racists..

There's a big difference between calling someone a white boy and using a racial epithet to refer to a person. White boy can be replaced with black boy, hispanic boy, chinese boy, japanese boy. It's demeaning to refer to a man as a boy but it is by no means racist.
