You need two to tango. Kostya decided to fight Ricky before Floyd because there was more money in that fight (and he knew he had only one or two more fights due to injury, anyway and he had to avenge the Sharmba controversy); Hatton turned PBF down and declined to fight him, flat out saying he wasn't ready (as did Cotto). The Margarito fight didn't happen because Floyd dislikes Arum so much. He made sure he'd get more money offered to him to fight the lineal champ so nobody could say he would've made more for fighting Margo.

Floyd hasn't ducked anyone; other's have ducked him. If you'd been around boxing long enough you'd know this.
